NAAG Projects: Cybercrime

Hello World,
In the last couple of days there has been alot of talk about this voice/sound broadcast planed for the Blog, and it seems that there are alot of people saying alot. but how does it all apply to the Chat Rooms and what about all types of Cyber Crime, Stalking Harassment and posting personal information in the public chats (Phone # Address, Place of Employment exc.) put in chat rooms by people that have gained the info from trojans or just plain old becomming friends or acting like friends to get information about a chatter to Harass or Threaten them, and go as far as leading up to loss of Employment or Spouse.
What kinds of laws are there?, and how do they apply in this format so i have tryed to find some info on this topic.
